Job Purpose: The Commissioning Area Engineer is responsible for coordinating, work connected with the testing and/or commissioning of electrical distribution and transmission substations for utility clients. Individual will provide direct supervision over Electric Power Systems startup personnel along with others suppliers such as contractor electricians and engineering staff. Individual needs to have a strong background in protection and control circuits in transmission substations. Familiarity with the programming and testing transmission type relays such as Schweitzer, GE, Areva and ABB relays would be an adder (not required). Experience required in the evaluation of testing data for power circuit breakers, transformers and other substation components. Substation component testing would be performed by others.



  • Consult with clients to determine their needs and priorities. Provide written procedures for switching, energization, isolation methods for testing and commissioning work.
  • Coordinate and oversee substation technicians, electricians and serve as project manager.
  • Serve as primary customer contact for specific projects.
  • Strong communication and written skills are required for procedure writing.
  • Professional presentation required in dealing with employees, clients and suppliers.
  • Prevent unnecessary outages while working in Brownfield Substations or on any type of energized equipment.



Manage EPS project staff of up to 6 full-time employees that may include assistant, substation technicians, relay engineers. Supervision and direction may also be required of other supplier personnel.


NECESSARY EXPERIENCE AND SKILLS (List those necessary to qualify for the position, and then list desirable skills.)

  • Minimum 5 years’ experience in electrical equipment testing and inspection, including high voltage        applications
  • Knowledge of testing, commissioning and maintenance of power equipment.
  • Excellent management and supervisory skills
  • Excellent verbal and written communication skills
  • Superior Safety record
  • Broad experience with wide variety of electrical apparatus used in power industry, including transformers, breakers and switchgear.


EDUCATIONAL QUALIFICATIONS, CERTIFICATIONS (List those necessary to qualify for the position, and then list desirables)

  • Experience in working in utility transmission substation is required. BS or 2 year degree in electrical engineering is an adder along with experience in communicating with microprocessor type relays.


JOB CONDITIONS (Travel, overtime, evening meetings, etc.)

  • 40% travel required/annum
  • 15% overtime on average/annum
  • 1% evenings/annum
